Ive seen this wolf form in several RVR videos, what is it? and does it increase your run speed?

Its the level 10 proc from an artifact 'maddening scalars' - a pair of gloves - its a melee enhancement proc - has no effect on speed - your thinking 'wolfform' from eq

it's an morph from the artifact called madding scalars. it gives you no speedbonus.
