winXP commands

ok so i will try be as clear as i can... you may know that in win98 you can make shortcuts like x = Shell("rundll32.exe user.exe,exitwindows") and that would shut down the computer. so my question is - is there anything like this for XP, and if there is, do you know what they are?
i am trying to make a program to make using windows a tad easier, but i wont give too much away
