A little correction, A64 cpu's are not available in 3ghz, you probably mean the 3000+ which is the "model number". Both amd and intel switched from giving mhz/ghz figures to modelnumbers as the speed of the proc doesnt really indicate anymore what it is capabale off 
AMD's have lower speed with shorter pipelines and more instructions per clock tick, Intel P4's have higher speed with longer pipelines and less instructions per clocktick.
3000+ is good enough and very cheap.
Btw I think if you bought Windows XP 32bit PRO that you can upgrade for free to 64 bit, only need to pay for shipping of the CD from Microsoft.
