Windows user accounts

So I made a user with only guest privileges, but I can't make it save the settings I give it. Every time I log in it wants to set up my mouse, and that Welcome to Windows pop-up springs up. The volume icon and nvidia tool thing will be in the systray.

Is there any way of making this user have restricted access to my computer without the settings resetting all the time to a normal guest account?

Umm... I've never used the Guest account, but I'm guessing it's like a dynamic user? In that case it'll use whatever's in your default user dir.

So make a new user called Test or whatever, log on and do the settings that are needed. Reboot and log on as Admin or some other account, and copy the Test profile to default user.
