Deliberate hand ball can be a straight red card no matter where on the pitch. Most refs just give a yellow card unless the handball denies a clear goal-scoring oppertunity.

Official rules actually dont state that. Below is a list of Sending off offences to save me typing it up from my knowledge i just copy and paste from rulebook .

1. is guilty of serious foul play
2. is guilty of violent conduct
3. spits at an opponent or any other person
4. denies the opposing team a goal or an obvious goalscoring opportunity by deliberately handling the ball (this does not apply to a goalkeeper within his own penalty area)
5. denies an obvious goalscoring opportunity to an opponent moving towards the player’s goal by an offence punishable by a free kick or a penalty kick
6. uses offensive or insulting or abusive language and/or gestures
7. receives a second caution in the same match.

So the only mention of deliberate handball is sub-rule 4. If they are not in this list then offence should only receive a caution. The way to get around this though is put it in "guilty of serious foul play". However this offence is more focused on actual fouls (hello Thatcher!)

Well done on finding the list I'm pretty sure deliberate hand ball comes under foul play. I remember a Scotland game, a long time ago, when Richard Gough was sent off for deliberatley catching the ball. A goal keeper can be sent off for handling outside his area as well, so as you say, it must come under foul play
