For RvR i turn all effects off (ToA trees/shadows).. set water to classic etc, this helps frame rate ALOT...especially the classic water. I Only do this for RvR.. in PvE i have everything set high for the eye candy
Other than that, & you have a good net con, theres not much more you can do if your PC is of a descent spec.
Have to be alot more specific, is it frame 'lag' (low fps)? Or connection latency? Or packet loss? Or frequenst spikes/LDs?
Im not really sure what this means, but I dont have lots of ld's, the red buttom in the middle is just allways there, and I have up to 5 sekunds from when I push a buttom to something happen.
How can I check fps, connection latency and packet loss. My problems started about a week or 2 before catacombs came out.
Feel free to brush out or hide your IP address. It's the later bits of routing that are key. If you can switch on Show Errors when doing the plots it shows more.

Looking at those I'd go and shout at your ISP.
You have half second lag on the first hop (number 3) after your own network which will be your ISP backbone. After that it just gets worse. The timeouts probably aren't anything to worry about - just hubs set not to respond to ping - but pretty much everything between you and Amsterdam is slow.
A tracert isn't much use however as it only shows the state of your connection at the time you ran it. Try running Pingplotter over an hour or so to get an idea of what your connection is like over time.
