I'd say the Lion would win.

Tigers are more athletic and geared for catching fast prey and bringing it down by the neck, Lions on the other hand have stronger forearms (paws?) and are built for the 'fight' if you will, making them less effective predators but nasty when it comes to toe to toe confrontations plus the thick mane would make it difficult for a tiger to lock onto a lions jugular.

Size isn't always the defining factor as much as the way the animals are developed.
