Damage adds/shields are capped for your level, you don't get their full value if you're too low for it.

Well there are a hell of a lot of lil SB's begging the high lvls for their damage adds because the ones in thid arent good enough... Armed with my new knowledge I will be able to chuckle at them...

Erm....actually from how I interpreted the patch notes, granted you won't get the same benefit from an Uber dmg add at lvl 24 as you would lvl 50, however it will still be better than any lvl 24 dmg add.....they've capped it but it's not as strict as it could of been.
