No one who has an Italian account can play on the other EU servers.

No one who has an EU account can play on the Italian server.

Eventually the Italian and EU accounts will all be merged together and then everyone will be able to play on all the servers. Of course when that happens the Italian server will be runnnig the same version as all the other servers.

if someone manages to get a copy of italian daoc (not sure if they're still on sale anywhere) can they register at all? or is it just a snapshot of their account database - i.e. registering on daoc.it goes into a defunct database for vortigern and won't help you play on the new GOA italian server?

correct but afaik you can't register a new Italian account anymore.
