Tbh, the reason your against this is mainly because your a sorc. Casters have it alot easier. If you get distance through using the water's slight lag between diving and coming up to the surface, you can have a fair chance at winning. Additionally, your situations are poorly choosen. If I saw a zerg coming my way with the 10s rule introduced, I'd run the opposite way to the zerg.. if theres a mid and hib zerg then I don't see how you could have advoided it even if you surfaced.
The offensive part is poor I agree. But the 10s delay is a very good idea.
The few times when u will be chasing a caster in water it might be of some use. But most of the times u will be blown to bits within 10s if there happens to be a caster in the vicinity, because u won't be able to break his LoS on u by diving-surfacing for 10 very long seconds...
