Looks decent. I do like the resists and the stats, even though you are a bit too low in energy and heat in my opinion. And where are the 300+ hp? Missing SoM aswell, that proc is worth every sacrifice you do in utility to get it. Together with Testudo you're basically in IDDQD mode with SoM /use2 charge up :>
On the plus side, you got Shield of khaos in. Thats nice. The AE charge rocks to interrupt with.
