if prisoners lost their ability to vote surely that could lead to people being arrested for being "terrorists" during election time?

He said it was possible the review would lead to certain categories of prisoner, convicted of lesser offences, being allowed the vote.

so its not like the mass murderers and psycho's will get the vote anyhoo (unless they've been released already )
