Does this mean Insta but you have to wait 1 second, or you have to actually cast it, thus it can be interupted by tanks, spells etc?

Dont really know - well with a 1 second cast time - there isn't really gunna be much interrupting you

But i guess it has a cast time now

yes cause casting a aoe spell while on the run is just over powered and should never be allowed (must be some sort of bug with instent mezz and stun
