The eld in question was rr4 and it was definately cheating, as it wasnt just a speedburst, he warped away.

Why would people even use speedhack?
I mean if you want to cheat your first objective (atleast I think) is to not get caught and if there is something that's obvious then it's a speed cheat.
Like with radar people will not know you are using it but if you see someone on mach20 ran past you then it's quite obvious.

in 2 weeks i caught 5 ppl 100% speedhacking, I even hited at ppl in BIG zergs ( back in i-rvr weeks ) near DC/CRIM that then speedhacked away - ppl are idiots and most of them never get caught
