Vampiir Spec (Classic)

As title says, looking for a Vampiir spec for Classic servers.

I was thinking 43 Pierce, 38 SM and 32 VE, but not sure. Ideally I'd like a spec fully based on RvR but since I just started out again after a few years inactivity I will need a spec that is also viable for PvE to gear up.

Also, is it hard to get a respec on Classic if I wanted to change at a later date?
