Upscaling Video

Is it possible to upscale video quality using a program such as Adobe After Effects?

Obviously i'm not expecting 1080i quality, but I have some low quality stuff i'd like to make look better.

Vegas will upscale from SD to 720p afaik. although how much increase in quality.

CreativeCOW I always look here when I need info, try the forums/search. A quick look and search on the vegas forums there is a lot of info regarding upscaling.
