The Culture Minister (wtf is that? get a proper job :p) is talking about bringing in a new communications act to get ISPs to block porn sites unless users can authenticate their age through an unknown mechanism.

This would work through some government black list of possibly pornographic sites (you can bet freddyshouse would be on it) issued to ISP's.

Obviously the ISPs hate it - it would just be an enormous overhead for them and its not very practical but considering its being done 'to protect the little kiddies' it could end up as law...

Well may we laugh but if a piece of crap like the digital millenium act can get through who knows.

S&M porn was made illegal in the UK a few years ago via a private members bill that got almost no scrutiny.

I thought that was "extreme" pornography, I doubt all S&M porn would fall under that.

Its quite widely drafted - even implying injury to the genitals is illegal under the act.

I watched a horse fucking a woman like she was a mare earlier, that is still illegal right? Thank christ for that, I thought I was losing my touch for a moment. :D

No it won't.

Check your sources before you start foaming at the mouth. For a less hysterical take, check the Reg.

Oh yes it would! (panto season :p)

The Reg goes on about the more frothy bits but it would logically be brought in under a communications act, it would require a list of potential porn websites else it couldnt work and the last bit is speculation.

Here's the beeb's take - the interview was in the Sunday Times but I cant seem to find it online?

I defy anyone to compile a list of the porn sites. They appear faster than you can wank to them, let alone categorise and add to a nasty-filter!

Very true - for that reason you'd be more likely to use a white list of safe sites and block the rest for those who dont opt in for porn :p

No, it wouldn't "logically be brought under a communications act" because at no time has he suggested legislation. He's trying to persuade the ISPs to do something but that's nowhere near legislating.
El Reg said:
The most important and substantial thing Vaizey has said repeatedly on the question of internet pornography is that he really doesn't want to legislate.

You don't need a government-mandated list of blocked sites, you just need an extension of IWF blacklists (which ISPs use already), but the point would be that such lists would be promoted as a part of a parental control suite, as an opt-in. If anything, all Vaizey is trying to do is to get the ISPs to pick up the costs of running that kind of service, and frankly, as an opt-in, there's nothing particularly wrong with that.

You won't find the Sunday Times article because its behind the paywall.

I don't see a problem with an opt-in system for adult web pages. Several phone companies already use such a system on their mobile internet, a good move if you ask me since kids on phones can't always be monitored like they can if they're at home.

After all, I'm sure no responsible person wants to see adult magazines next to children's comics in WHSmith.

We used to hunt for porn magazines in bushes at the side of the road. This was before the internet existed, if you can imagine such a thing :(

Thats all appearances though - he damn well knows the ISP's wont do anything and tbh how could they really?

Erm - that is a list of blocked sites though so what exactly are you disagreeing with?

And as said before how the hell are the ISP's going to keep track of all the porn sites?

Fucking hell lol! Tom, my first experience of porn was EXACTLY that! My childhood friend Wayne and myself were maybe 6 or 7 years old and we found a couple of copies of Razzle blowing around in some bushes near a Royal British Legion pub. Suffice to say we treasured a copy each for the next 8 years or so. :D

He also knows what a disaster attempts to legislate were in Australia and wants to avoid that like the plague.

The IWF list is the really illegal and nasty stuff like kiddie pron; what would happen would be an extended list but probably off a similar mandate. On top of that they'd add the normal parental control crap along with some more sophisiticated stuff like image recognition for flesh tones etc. (mail providers already use this to block porn spam). There's a lot more you can do to block porn than just run blacklists, But the details don't matter; opt-in is the key message. The ISPs will balk anyway, unless they can figure a way to charge for it.

I think every red-blooded male who grew up before the launch of Channel 4 had the same experience (I can remember finding porn in a disused RAF base near us, on top of a bus shelter, and in a hedge near a girls' school). I assumed there was some code of honour amongst seventies jazz mag enthusiasts to share the good news among the youth; like Jehovah's Witnesses but without all the slamming doors in your face.

The IWF blocks sites that hold content Illegal in the UK - it is not trivial to start blocking sites that are not illegal and without legislation the ISPs wouldnt risk it because they could be sued by the content providers.

But the details don't matter; opt-in is the key message.

You need to read the article you posted - its not opt in for control - you have to opt out if you want to see any of the sites they want to block.

TheRegister said:
including the potential for filters that would require those who do want XXX material to opt their connection out.
