the government is there to govern, control the army, etc, they should not control the police, its a basic idea of "democracy" and "liberty" that the government and police and courts are seperate entity's.

uhm the basis of democracy is on a seperation between lawmaking, ruling and justice. In other words parlement, goverment and courts. Police does fall under goverment and the goverment should make guidelines which the police should follow.
