Trading in Unactivated Artifacts

I gather there is a NPC to whom you can trade in unactivated artifacts.

Can anyone give me an idea of who and where.

In the Arbiter hall on opposite side from the Arbiter. (as you face the portal he/she is on the left, arbiter is on the right)

What do you get for the artifact, just out of curiousity? I haven't played the new patch yet.

You get the scrolls needed to activate it, kinda handy

You get the full book in return :worthy:
(and you only need book+encounter now)
So whoever couldnt see their Madening Scalars Arti for 500g is happy now!

Or you can sell the artifacts to a merchant, tho its not worth it...
I think it was 125g for Cloudsong... tho GOV was 1.8p... but really
7.5g for Band of Stars

Oh thats nice, you get a full book. I will not sell them, just store them, so they can traded on other characters at later date.
