230 in Quickness might be ok, depends on the speed of his weapons and dex(for Evade).

Or not... say Grimster use dual leg(the fastest weapon around that are ok AND have 10% ToA Speed above the Red Haste;

4.0 + 2.6/2(Weapon Speed) x 0.66(230 Quickness) x 0.8(Red Haste) x 0.9(10% ToA Speed) = 1.57 in Attack Speed.

Dunno why alb/hib players have a problem with counting, when <Pain> members duo it's 4-5 of us atleast, when were out with 4 members its 1-2 FG's of us... funny thing really
