TBH government departments, etc are so wasteful it's a joke when they tell companies about being more efficient.

This might be a little misleading. A guy at work used to work for one of the IT departments in the MoD and they have a policy of removing all hard drives each night and locking them in an underground safe. Though the pootas may have been nivked they prolly didn't actually have any information on them.

Laptops are a different matter, however.

Too true, my old man works for MoD and they had an entire office worth of pootas, inc perfectly good monitors, ram etc. They just chucked it all in the bin and bought shiney new ones.

Me old man wanted to bring a monitor home but couldn't get on the underground :/ Got chucked out eventually.
