The Irish famine is comparable except it was neglect rather than intent. Soviet collectivisation and the liquidation of the Kulaks was a plan.

The Bengal famine of 1943 is utterly different and despite the way that Indian nationalists like to play it (usually that "Churchill was exactly the same as Hitler") the blame for the famine is a complex mix of disease, war, incompetence (British AND Indian) and greed (pretty much entirely Indian). Indians try to absolve themselves of any responsibility for the famine despite the fact that Indian regions had been running their own administration since 1937, and it was Indians who kept hoarding rice to resell on the Black market, and also that any food diverted by the British was to feed mostly Indian troops fighting to defend India from the Japanese. The Indian narrative is that Churchill deliberately starved the Indians because he hated them (based on one "beastly people" quote) and stole all their food, but actual reading of primary sources including letters from Churchill begging FDR to divert ships and grain to India (which FDR refused) shows nothing could be further from the truth.
