The most epic IT stability considering its size is the voice telephone network...I know Im biased because I spent 10 years coding it, but whens the last time it went down you can remember?

Reading the article, the bigger concern would be they've created a law that says certain private organisations can't be sued. The right to sue is in the Bill of Rights (the Right to Sue Government is in The First Amendment of the Constitution).

Given how well letting religious institutions look after orphans has gone pretty much everywhere ever, these religious orphanages should be discontinued in the first place, but its typical of the US to outsource what should be a responsibility of the state to any fucknut who wants the job.
