Yes, because it's intent - if you go out of your way to meet a 9 year old, then that is clearly illegal, but if you're wanking over a 9 year old computer image, surely that's different, I mean if I read the article correctly, that counts as being as wanking over that genre of Japanese porn where they're underage.

So apparently there's a suspected russian mini sub in Stockholm archipelago right now and our navy is hunting it (it's presumed damaged because we snapped up russian maydays going to Kaliningrad).
