edit: apparently bards dont get their own version of this cloak atm called "defenders cloak of the melodious" or something, they get the tankversion which is kinda.. bad. So its alittle bugged atm it seems.

afaik, the quest works as it should in 1.64, they just haxed it to work now. Any other bugs, like a wrong reward, is something that will be fixed in a later patch. nevertheless, RightNow it, they might deem it worthy of a small fix

you get it from Lobias in the throneroom in Tir Na Nog and the minimum level is 45 iirc.

Tucke, rightnow it along with all the other bards so they at least fix it until next patch or maybe even fix it in this patch.
