Hence the phrase 'doing his best'. The whistle wasn't blown when he went straight through Hazard, though. If Hazard chose to go down it was a red card all day.

Did not think a ref could change the decision once he points at the spot.

Remember something similar years ago with Robbie Fouler and David Seamen. Robbie jumps over the keeper and goes down on his knees sliding. Ref gave a pen despite no contact at all. Robbie gets up and tells the ref no. Ref cant change his decision and Robbie puts the pen away.
