there are tons of TFC maps out there, and they are played on unlike CS custom maps *cough* ungrateful community *cough*.
get custom maps here. you'll find only one of the BW servers runs customs, that would be #6, and it only plays a small number i think. plus, its nearly allways empty.
try clan servers, as they tend to run custom only map cycles.

We would like to run more custom maps but the end result is usually a lot of empty servers.

i know 
thats why i recommended clan servers, since they tend to be populated by the clans, and they run common custom maps since they play them in leagues.
the average pubber doesn't have customs, and wont download them if he can play without downloading, and everyone else who has the maps wont join empty servers.
i deleted all my customs recently, finnished with playing organised games, and the 300megs of space they took up was needed.
