ive only seen tattoo removal from about 15 years ago maybe more but it looked flipping aweful, i'd suggest getting them covered over with better tattoos or just living with them unless methods have improved since then because the womans arm looked like a pound of streaky bacon afterwards.
from what I've seen of people having laser surgery to remove them, its painful + long and drawn out. Depends on the ink used (black?) and the overall size (large tribal / asian?.) I'm not 100% sure (would have to check with a mate) but you have a chance it just won't remove it, I think your 19, so unless you got it under age some years ago, it should come off pretty quickish, if its say 10-15 years or so I think its tougher to fade out.
The other thing is, if you change your mind, I think you have to leave the skin/area to heal for quite some time to heal.

If I were you I would wait until I had a decent job and a large amount of disposable income, then consider your options regarding removal and cover-ups. You rushed into getting a tat in the first place, now you sound like you are rushing into getting them removed.
