does anyone know if you can buy a webcam today that can be plugged into rj-45 plug and then be watched through a browser anywhere from ?

yes you can. google got me about a squillion when I typed "webcam rj45" into the search box. you even have wireless ones. prices range from cheap and crap to expensive and loaded with functions.
