Yes they can, what do you think the infamous "Amendments" are ? Although strictly speaking this is not really a _change_ to the original Constitution but a _clarification_, normally decided by the judiciary.

An example was in Article IV Section 2 that permitted runaway slaves to be returned even if they crossed a state line, as per the rules for criminals, this was later overridden by 13th Amendment (1865) that outlawed slavery.

In most cases these _clarifications_ are applied without the need to change the actual wording of the Constitution, this is known as an "informal amendment", but it amounts to the same thing.

The case in this thread concerns the 2nd Amendment or "right to bear arms", there have been several attempts to raise an Amendment that either clarifies this one or overrules it.

aye. but teh gun lobby has some serious players.

only with clinton has it really become an issue.

unfortunatley it all comes down to self control. I love going down the range and popping off a few rounds. maybe at the odd animal but thats it.

human natrue is tempermental and can never be reliable. guns cant be gotten rid of because the believe that its their god given right
