When made they have 10AF , no stats and you only have 3 slots to SC , unlike normal items that have 4. They have the same imbue points as a normal crafted item but for overcharge they need higher quality gems (not sure what quality cos i havent done one yet).
They come out like this with the first 3 slots open for imbue.

Yes you can get those stats crafted into them pretty easily unless the weapon is 96% or lower.
The way the sc works is that the fourth slot isn't available but it counts as a 94% value gem for calculating overcharge percentage. If you're going for the full 5 point overcharge then I think 3 mp, gems are needed for a guarantee success, it's probably safe to go for a 4 point overcharge using 3 99% gems, but don't quote me on that
