i used to have 10% on all my casters but i only have 5% now

never noticed in the patch notes any thing had been nerfed but it seems tarts gift has had it removed

can any one tell me when this happened or is it something i need to do to get it back

if its gone for tarts gift is there any thing else with it bar EC which i'm getting the other 5% from
