Some people have gone down that route. Depends what sort of music it is though, if its common or garden pop then send it to a music factory (sony, EMI etc) if its proper music then the internet may be the best way, or send it into radio 1 or something.

get some of your local friends to take some boombox's or whatever and get out on the streets, hand out promotional cd's and let people have a listen! just stick posters up all over the places.
also try myspace, just upload a few of her songs, add people & get them to listen to her music
its all about getting the name heard, also try going to radio stations, i believe radio 1 do an unsigned night or something on the radio, good idea to get her in there.

Well the thing is she reckons her song could be a big hit, I have heard it and yes its a great song but not sure if it could be big over here (i'm not a great music fan)

just the big names like to waste money on a thing called advertisement.
they like to spend a few hundred quid and chuck the rest in the bin and say 'yey ive spent millions on advertising'

You don't do the advertising now do you!
You do enough to get noticed by the record company who then sign you and spend the millions (if your any good). That doesn't need to cost that much. You don't need a million pound video and 3 number ones to get noticed. You need that to become a multi million platinum selling artist.

Just get on a tour of local pubs / gig halls, get the name known.
English is just being a retard don't listen.
You don't need alot of money to advertise, it just depends how you do it.
