Software timers

Anybody know of a program that can do the following?

Time 10 minutes
Show a traffic light system ie, green background to it when in 1st 8 mins, orange for the next 1min30 and then 30 seconds of red?

Basically countdown, with a colour signal to show easily how much is left?

Thats basically all I need, although being able to customise the times/colour changes would be nice.
Any ideas?

Its actually for timing GP appointments!

i got an appointment within 2 months for an MRI scan.

i know people who wait less time, obviously, for more serious problems.

maybe youve got a shit constituency
