Well if more people voted at least we'd really see what type of society we live in.
At the moment I think its an apathetic one.

I hear that heh. I used to believe it's that old "everyone wants to bitch - nobody wants to do anything" syndrome cropping up...BUT[!] it's not quite the case. You see, every time some nutter like [example] Le Pen comes along everyone with half a brain jumps on their hind legs and does something ie. votes.

The thing I find rather strange is that the nutter has to come along first...otherwise the apathy you mention is still in full effect.

Double edged sword isnt it.

Personally I think its down to educating people about politics and how it affects their lives (as well as tolerence). Its true to say there has been some (cant spell it) disenfranchisement of the voters and certainly there are areas where the main parties havent addressed local issues hence Bradford. But I cant remember being taught about rights, elections, voting etc when I was at school (read long time ago). Maybe thats where it should start.
