I can only assume you mean Khufu. The numbers weren't anything close to Stalin. Also that's largely a myth. Many of the workers were skilled artisans who had decent burials (not enough for a decent afterlife but only the elite could afford that, afterlife prospects were always bleak in the two lands). The hard work was mainly slaves though, not the general populace. I think we're really looking at who killed the most of their own people in this discussion. Slaves don't count.
