Was looking over recent patch-changes and saw

Left Axe
The formula that determines Left Axe weapon damage has been adjusted. Players will see improvements in damage at lower Left Axe specialization values, bringing them in line with other dual wielding specializations.
I tried finding some information about it, and found on Vilna's website a new formula for Left-Axe (see: New LA (Vilna) )
I found (all numbers percentage based, 100% is full weapon-damage)
Mainhand damage = 77.33 + 0.33 * spec
Offhand damage = 52.00 + 0.52 * spec
So total LA-damage = 129.33 + (0.85*SPEC)
For CD/DW there's no change, it is:
Mainhand damage = 100
Offhand damage = 25 + (0.68*SPEC)
So total CD-damage = 125 + (0.68*SPEC)
Now this is confusing me. This just means that LA outperforms CD at every possible spec (higher base, higher multiplier) overtime.
Obviously due to RNG on the CD/DW-part there can be deviations to this rule, but on average this gives the SB a ~5% (at 1 LA/CD spec) up till 16% (at 50+20 LA/CD spec) damage-advantage.
So what's the deal? For a class who has access to 'free 2H' for burst they now get better damage in dualwield as well ?
