Simius high qual gems give a bonus to the success chance, so your right, OCing with less than 4 gems is risky bordering on stupid Its the same problem with imbuing an item with a few gems first, and adding the last gem later - you only get the 'bonus' chance from the 1 gem thats being added so overcharging is not advisable.
