Where does it say that +spec helps? It only talks about SPELL LEVEL. Not the spec in any line or anything like that.

Earlier spells worked so that only caster and target level affected the resist modifier. This made split specs a lot more viable than the current implementation, as a healer could use the lower level AE mezz and still land it reliably, for example.

It was changed due to player feedback back in 1.5x or whatever... Currently only spell level vs target level affects the chance for full resist.
