Because you dont need a full set and they aren't uber rare? The other drops have a simular system with stating which class you are rolling for.

Necklaces are key in that you need a complete sidi set for them, I don't see the problem in a rule to make sure someone with a full set gets the necklace rather then end up with it being unuseable in someones vault for 3 months.
