As most of the English are on another foreign server, and my french/german is well to say the least crap, is there a way I can change settings?

Not really. You can still use english client but that only helps with the GUI. Rest is in german/french.

U hardly notice the german after a few days imo, for quests and such i just use alkazam, scrolls u get the hang of after few days, if u join a enlgish /as im sure they can help u out.

Biggest problem is houses, but install a german client or ask a german to help u out.
