I am not exactly sure what you mean, scrolls can be purchased very cheaply with bounty points now and traded. Even if you don't have the BP yourself there is normally somebody around who can do it for you. Some people buy scrolls with BP and put them up on the CM too.

If you want to know what mobs drop which scroll then the old data is correct however now all lvl 51+ mobs ALSO have a chance of dropping any scrolls appropriate for their zone.
