Screen problems

hi im having trouble with my screen, when i turn my pc on the screen is goes all over the place and wont display normal, the screen is 10years,Dell ultrascan 21TE, i made a new did have no problem with it before with my old pc then i made a new pc and have plug it into that screen ,this has only just started happening been fine for 2month then the screen flicker all over the place has my montior had it? or my gfx card no good? i have Gforce 5500?
