Cost to Royal Mail to send first class letter etc = 28p

So whats the problem...just make a 1st Class Stamp 30p

Not sure the exact issue here but its probably a question of what is sometimes known as "portion control".

Back in the days when stamps had a price printed on them, instead of just "1st", the PO found that whenever they raised the price by 1p, people would rush out and buy loads of 1p stamps, which in fact cost more than 1p to print and distribute, so in they'd actually lose money short-term if they raised the price !

I think this is along the same lines, although people wont be going out and buying 1p stamps the same way, there is some counterbalancing mechanism that comes into play whenever a price rise is made, the PO have to work out if its okay to lose 1p per stamp for a while until they put up the price by 5p, or whatever.

The market opens up in 2004, but will there be much demand for small post then? What with commercial, government and local government initatives pushing transactions online (eg most people can now pay thier council tax online).

A few years ago I heard the PO was developing an email address style addressing system whereby you could buy a cool addresses (like domain names).
