Scout Template - Help Please =)

Trying to do a template for my scout (Kamikazee). I've been told that the Epic ring and cloak are both being given a higher utility value?. If anyone knows if this is true or not can you please post below with the improved thats please. If rings are being ubered up ill eat my hat \\o//.

Yeah I know.. But buy one if you dont have a tank to do the quest with

Yeah I know, but I doubt you have your bow up when someone is hitting you for crush, and matter dmg, unless its another archer...

But your right, you are 1 body resists from cap when you dont have your bow equiped..

So, got a better one ? without sidi itams, then let me know please
