Your damage over time will be higher with more quickness. With several non-pve targets to kill I have no doubt high quickness > low qui.
Sure, a couple of low-qui tanks will be good on an assisttrain, but most pure tanks go the low-qui way.
All light tanks should imo go for 200+ buffed quickness.
Mate it's not that simple. Light tanks are about hard damage at decent delay. If you have capped qui your style damage will be nonexistent. Hard and fast damage makes you win fights, not your speed.

BD vs Merc is a good example:

low qui:
F6 (to break the bubble) - Bludgeon (med-hi damage) - Contusions (high damage + 6 sec stun) -- At this point you are the winner as your next hit (positional) will take the BD below 20%, if not you have good time for one more hit. When the BD's 20% or below, flurry. One dead BD.

high qui:
F6 -> Bludgeon (very low damage) -> Contusions (low-med damage + 6 sec stun) -- The BD is stunned yes, but hardly damaged as the healers + lifetap have nerfed your damage. Your positional will take the BD to 60% at maximum and the next hit to 50% but that's not enough. The fight will end 40% - 0%.

Ofc if you want go high qui feel free. /stick -> F6 4tw.

I said vs several targets (speaking of mainly assist train).

Also, I hardly believe the, er, scenario you described will work ingame.

Frontload tanks is sooo 1,59 ;p High quick DOES give better DPS. VS shit groups frontload can still be nice since they are usually slow with getting a guardbot there etc. All our mercs(on exc) have as high quick as they can squeeze into thier templates aswell as 10% melee spd (dmg and style dmg too of c) with malice/battler combo and +25strcap. No problem hitting for 500 dmg at almost cap speed so ;o . Sure with frontload you can get really high mainhand hits but slow as hell, less time to land positionals/reactionarys and less DPS.

At level 50 i would suggest using battler/malice if you can as its a kickass combo when it comes to bonuses/proccs. If you are going to use crafted/ other drops i would definately recomend slowest possible mainhand and a fast offhand. Like the 1H hammer from TG with 4,6 spd xD pretty cool for a hammerzerk imo :p
