RvR leveling artifacts

do RvR leveling artifacts like tartaros gift band of stars, maddening scalars etc, level from mobs in the frontier in a future patch ? i just heard this wondered if it was truths

Maddening Scalars have gotten exp from mobs in the frontiers since ToA release, don't know about band of stars tho..

Since the new patch came, all artifacts now get XP from killing people from other realms.
