Rhowyn's Necklace

Could some help with the Rhowyn's Necklace quest. I am now on step 8 for ages.... And can't find people that still have to to it.
As you need at least a FG, preferably 2 FG's. I am stuck on this step.

Would like to set a "raid" up for people that haven't done it yet, and/or can't find people that help them etc.
