It's because it's to do with counting generations.

One of your parents and one of your cousins parents are brother or sister. That's what makes you first cousins. You are both 1 generation from the family "link".
Once removed means add an extra generation.

e.g.

Father - (brother to) - Father
   |                      |
  Me                  1st cousin    : 1st generation
                          |
                     once removed   : 2nd generation

Now if you have a child, your child and their child will be second cousins. 2 generations, second cousins.

Father - (brother to) - Father

  Me                  1st cousin    : 1st generation
   |                      |
 Child                  child       : 2nd generation
