In answer to your question yes, there are quite a few ways.
If you want some sort of Tivo/Skyplus system but on your pc look at one of these products
Linux - MythTV , Freevo
Windows - Windows Media Centre, SageTV plus a few others.
At a good level its will use about 2gb for every 1hour of tv.
One more thing - its best to get a hardware based encoder tv card as it tend to use less cpu that way.
